I don’t understand why people think everything is political. They take political measures to right things that aren’t right. But the US has a Constitution with a “Republican Form Guarantee”. The young lady would do well to study constitutional law, and file at court for an injunction against “smart cities” which fundamentally destroy all self-government, including Republican Form government. If she’s in a hurry, she could crowd-fund the suit and hire trustworthy constitutional lawyers to do it for her. Here’s the Guarantee clause:
“Article IV, Section 4:
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.”

Notice that it’s the federal government that has to guarantee the Republican Form to the States. She would therefore sue the federal government; and the outcome would then likely apply to all the States, or anyway a positive outcome would have a quick spillover.
